In accordance with Decree of the President of the Russian Federation dated April 5, 2016 No. 157, the Federal Service of the National Guard Troops of the Russian Federation (Rosguard) was formed. The Russian Guard is a federal executive body, which, like all law enforcement agencies, is subordinate to the President of the Russian Federation. The Russian Guard included internal troops transformed into national guard troops, special forces units - OMON and SOBR, as well as units of private security and licensing and permitting work.

By decree of the President of the Russian Federation dated April 5, 2016, Army General Viktor Zolotov was appointed Director of the Federal Service - Commander-in-Chief of the National Guard of the Russian Federation.

The Day of the National Guard Troops of the Russian Federation was established by the Decree of the President of the Russian Federation dated January 16, 2017 and is celebrated annually on March 27.

The National Guard troops are a state military organization designed to ensure state and public security, protect the rights and freedoms of man and citizen.

The National Guard troops are charged with performing the following tasks:

1) participation in maintaining public order and ensuring public safety;

2) protection of important government facilities, special cargo, communications structures in accordance with the lists approved by the Government of the Russian Federation;

3) participation in the fight against terrorism and extremism;

4) participation in ensuring states of emergency, martial law, and the legal regime of counter-terrorism operations;

5) participation in the territorial defense of the Russian Federation;

6) providing assistance to the border authorities of the federal security service in protecting the State Border of the Russian Federation;

7) federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of arms trafficking and in the field of private security activities, as well as over ensuring the security of fuel and energy complex facilities, over the activities of security units of legal entities with special statutory tasks and departmental security units;

8) protection of especially important and sensitive facilities, facilities subject to mandatory protection by troops of the National Guard, in accordance with the list approved by the Government of the Russian Federation, protection of property of individuals and legal entities under contracts.

From the very first days of the formation of the Russian National Guard in the country, employees and military personnel have been performing their assigned tasks with high quality, supported high level combat effectiveness of military units and subunits.

The construction of the territorial system of the National Guard troops of the Russian Federation has been completed. The troops consist of eight districts, their borders coincide with the federal districts of the Russian Federation. A system of territorial bodies of the Russian Guard has been created in all constituent entities of the Russian Federation.

Serious results have been achieved in ensuring public safety, countering terrorism and organized crime, protecting important government facilities and property of citizens, and working to control private security activities and arms trafficking.

Today the Russian Guard approached final stage security preparations for the 2018 FIFA World Cup. There are many other important tasks to be completed.

The National Guard troops have powerful personnel and technical potential, operational capabilities, well-equipped and mobile units, including naval, aviation, and special forces.

Mine professional holidayDay of the National Guard Troops of the Russian Federation– note military personnel and civilian personnel of the Russian National Guard troops. It was established by Decree of the President of the Russian Federation No. 10 of 2017, in order to preserve the continuity of military traditions and increase the prestige of service in the National Guard of the Russian Federation.

But it is important to say that the choice of date is not accidental. For 20 years, starting in 1996, the Day of the Internal Troops of the Ministry of Internal Affairs of Russia was celebrated annually on March 27. And since these troops were transformed into the Russian National Guard Troops in 2016, the holiday was “renamed.” Therefore, in 2017, March 27 was celebrated for the first time as a holiday for the National Guard troops.

The history of the Russian National Guard troops goes back to the era of Ivan the Terrible, when troops appeared that were personally loyal to the Tsar and were called the Oprichnaya. The main task of these troops was to maintain internal order in the state. IN different time This task was carried out by different services and military units: garrison regiments, Cossack units, gendarmerie units.

At some times, the functions of maintaining internal order, ensuring the safety of the population and providing assistance to people in the event of natural disasters fell on military personnel who were no longer fit for combat service, on military units and units that were not first-line troops, but gradually everything changed.

At the beginning of the 19th century, as a result of the formation of such a security service and a number of reforms carried out, by decree of Emperor Alexander I of March 27, 1811, the Internal Guard was created - the distant predecessor of the Internal Troops. It was this historical date that formed the basis for the establishment in 1996 of the Day of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation. By the way, in 1911, the 100th anniversary of the local troops and convoy guards, formed from the Internal Guard as a result of the military reform of the 1860-1870s, was celebrated very solemnly and at the state level.

By the end of the 19th century, the Separate Corps of Gendarmes was successfully operating in Russia, and the territory of the state was “divided” into gendarmerie districts, where gendarme units were responsible for maintaining law and order and the fight against dissent, crime and terrorism.

During the revolution of 1917, the Red Guard units became the first prototype of future units of the internal troops. However, they did not have a clear structure and management principles. The civil war, accompanied by rampant crime and banditry within the state, required the formation of special military units under the Cheka to combat counter-revolutionary manifestations. In 1934, the People's Commissariat of Internal Affairs (NKVD) was created and the NKVD troops - internal troops - were formed.

Until 1989, the Internal Troops of the USSR Ministry of Internal Affairs were organizationally part of the structure of the USSR Armed Forces, but were subordinate to the Ministry of Internal Affairs of the Soviet Union. In December 1991, after the collapse of the USSR, the Internal Troops of the USSR Ministry of Internal Affairs ceased to exist. The entire personnel and material and technical part of the once powerful power structure were separated by the borders of the newly formed states. Accordingly, in 1992, the Internal Troops of the Ministry of Internal Affairs of the Russian Federation appeared, whose military personnel took part in resolving military conflicts, fighting terrorism, extremism and organized crime.

The newly created troops of the Russian National Guard are a worthy successor to the glorious traditions, exploits and history of the Internal Troops of the Ministry of Internal Affairs of the USSR and the Russian Federation. Being part of the Federal Service of the National Guard Troops of the Russian Federation, military personnel and civilian personnel of this military state organization continue to perform important tasks of a public and state nature. Among them are the fight against terrorism and extremism, maintaining law and order, ensuring the safety of citizens during mass events, protecting important government facilities, participating in the defense and ensuring the territorial integrity of the state through involvement in operations together with armed forces and border forces of the FSB of the Russian Federation and many others.

The high professionalism of the military personnel of the National Guard Troops is achieved through a special system of training officers, non-commissioned officers and ordinary military personnel. The training of officers of the National Guard is carried out by four higher military educational institutions of the National Guard troops, as well as special faculties of individual higher military educational institutions Ministry of Defense of the Russian Federation.

The National Guard troops also received officially approved symbols: an emblem and a flag. In the center of the emblem is a golden double-headed eagle crowned with a crown. In the eagle's paws are crossed silver swords, and on the chest is a maroon shield bordered with silver with a rider piercing a serpent with a spear. The flag of the National Guard Troops is a rectangular speckled cloth with the Russian national flag in the upper left corner. On the right half of the panel is the emblem of the troops.

Traditionally, festive events will take place on March 27. There will be concerts, meetings of veterans, ceremonies for presenting state awards to distinguished military personnel, and festive sporting events. Always on such days one cannot do without commemorative events, a minute of silence, laying wreaths at the memorials and graves of soldiers who gave their lives in the name of the peaceful life of ordinary citizens.

It is an honor to serve in the ranks of the Russian Guard:
We maintain peace in our native country.
We follow orders irrevocably,
The responsibility lies with us doubly.

In mid-spring 2016, Russians learned unexpected news: the country's president created a new security force called the National Guard. The lion's share of the population of the Russian Federation is still not aware of why this body actually exists. Meanwhile, this structure clearly has weight: in the national calendar of socially significant dates there is a holiday dedicated to it. The name of the patriotic celebration sounds like “Day of the Russian National Guard Troops.” This holiday is celebrated annually on March 27th. The Day of the National Guard Troops of the Russian Federation was established by the Decree of the President of the Russian Federation V.V. Putin No. 10 dated January 16, 2017. Before this, the holiday on March 27 was called the Day of Internal Troops of the Ministry of Internal Affairs of Russia.

In honor of the services of the internal troops of the Ministry of Internal Affairs of Russia to the Fatherland, the Day of the Internal Troops of the Russian Federation was established in 1996 by Decree of the President of the Russian Federation. According to historical tradition, it is celebrated on March 27.
